CONCLUSIONS
Despite the 90:10 population, by 1558 England was not fully Catholic - the Archbishop Pole was a heretic in Rome's view, the Pope wasn't head of the church and Mary had only succeeded in rebuilding 5 monasteries
There was a new foreign threat created by the 'break from Rome', destabilising Mary's reign and the grasp of Catholicism in the country - England was not fundamentalist enough for Rome
