Rights of way can be established for the benefit of the public or for an individual as a private right of way.
PURPOSE OF LAROW

Only in the absence of an alternative route is it necessary for Land Administrators to grant a public right of way. The RP's private interests must give way to a larger public interest - without the road, the public cannot possibly move, which affects their livelihood.
NATURE OF LAROW
It is an imposed right of way as opposed to an easement, which is an acquired right.
