In August 2005, President George Bush signed into law a comprehensive free trade agree- ment among Costa Rica, the Dominican Republic, El Salvador, Guatemala, Honduras, Nicaragua, and the United States.34 The agreement includes a wide array of tariff reductions aimed at increasing trade and employment among the seven signatories.
