Main issue: The War was an issue for the Provisional Government. The Provisional Government attempted to carry the conflict on. In June 1917, it assaulted Austria, but after achieving some success, the Germans moved in and the Russians lost. Soldiers ran away. A naval mutiny occurred. Again, because it did not put a stop to the conflict, the Provisional Government was unable to solve the issue. It established 'death squads' to execute deserters in an effort to take action. This only made matters worse, as by October 1917, soldiers began to desert, return home, assassinate landlords, and seize land.
