1992, RCI Act was enacted by parliament and it become statutory body on 22nd June 1993. The Act was amended by parliament in 2000 to make it more broad base.

governs how states and public agencies provide early intervention, special education and related services to more than 6.5 million eligible infants, toddlers, children and youth with disabilities
the right to receive appropriate public preschool, elementary and secondary education and related services, meeting state curriculum and standards requirements at no cost to the parents or guardians
ensure that a child with an identified disability who is attending an elementary or secondary educational institution receives specialized instruction and related services.
