- - - - Divides the message into packets
      - Adds a sequence number to each packet so the message can be re-assembled
      - Adds error-correction information (checksum), so errors can be spotted and fixed
    - - Examines each packet for errors
      - Fixing any errors (if possible) or requests that the packet be re-sent
      - Spots missing packets and requests them to be re-sent
      - If all packets are present, uses the sequence number of each packet to reassemble the message
