Original regulator for newspapers was the PCC – Press Complaints Commission, but it lacked teeth, as no severe consequences were given
Murdoch moved on from exposing politicians to exposing celebrities and building stories around gossip
The Sun and the Mirror started hacking into people phones, seeing messages and private conversations which lead to journalists exposing people

It eventually came out that they were doing this, and it went to court, called the Leverson Enquiry
Leverson talked to lots of celebrities, and it led to people going to prison and the shutdown of News or the World newspaper
He suggested the introduction of a royal charter to regulate the newspapers, but instead the PCC was renamed to the IPSO, despite it still being a self-regulator
To this day, the Guardian is the only newspaper that does not self-regulate, and despite the inquiry nothing really changed
A fight between Press freedom (self-regulating) VS protecting the public (regulated by an independent, stronger regulator)
There was supposed to be a Leverson pt.2 to investigate the relationship between the press and the police, but this never happened
