In the second part of the 19th century there was a movement to sterilize people to avoid "undesirable" children. This happened for about 5 decades. People who were seen as mental ill, sexually promiscuous, poor, criminal, disabled, drug user, or have moral illness then they could be forced to be sterilized. Almost 2/3s of all the states passed laws that put over 63,000 people into these categories to be involuntarily sterilized.
And as always women are disproportionately affected and women who are not white, have money, and are completely able bodied are seen as defective
