The VI-LTV distinction
what is it?
The distinction made between the interests that are vital (VIs) for the country to attain and those that are less-than-vital (LTVs).
VIs: VIs are defined as conditions that are so important to a state that it will not compromise to ensure their attainment. It may not always be within the state's power to achieve those interests, but they are the foundation of a country's sense of security.
LTVs: LTV interests have a lesser significance to the state and may cause the state minimal discomfort or inconvenience if not obtained, but may still be unacceptable to the state if not achieved.
