Catholic Emancipation
Lord John Russell proposed repeal of Test and Corporations Act in 1828, which prohibited protestant dissenters to occupy government office - reluctant support from Wellington.
1828 - Vesey Fitzgerald stands for re-election in Irish constituency of County Clare but is defeated by Daniel O'Connell.
1829 - O'Connell refuses to swear allegiance to the Crown and forces Wellington to pass Catholic Relief Act.

£10 property qualification introduced - in London some artisans could vote but some areas became less democratic since Potswalloper and Scot and Lot boroughs were abolished.
