The future changed due to Eckels stepping on a butterfly, which was something people often feel like as neglectable.
Because the timeline itself should not be messed with, the company made a lot of rules concerning the prevention of future alteration.
The men never saw T-Rexes before in their life, which was why they were so scared when an actualy T-Rex showed up, which also led to Eckels running off the path.
Since Eckels breaks the rule of no stepping off the iron path, Eckels is made to dig out the bullets from the T-rex.
