        Formal sources:
        
        In another sense, we speak of real sources as "the factors and elements that determine the content of the legal rules, that is, the reasons of convenience, justice, respect that inspire them". And historical sources "are the material means that allow the knowledge of the law that was in force at a certain time in history.
- - - - By a set of legal rules dating from the time of Rome, but their autonomy remains nevertheless, whatever the attempts of rejection, very accentuated and allow us to speak of the embryo of a law of a distinctive nature.

    - - Within the public law, which regulates the relations of the public power with private parties, we find, among others, Constitutional Law, Criminal Law, Administrative Law, Immigration Law, Financial Law, Naval Law, Population Law, Cooperative Law, Tax Law, Procedural Law, International Law, among others.
    - - It is understood as the set of rules that regulate the legal relationships between persons who are legally considered in a situation of equality, since none of them acts, in such relationships, vested with state authority. This branch includes Civil Law, Commercial Law and Family Law, among others.
    - - It is the set of legal norms that establish and develop different protective principles and procedures in favor of persons, groups and sectors of society made up of socially weak individuals, in order to achieve their coexistence with other social classes, within a legal order.
- - - - It is divided into two types of sub-systems:
        
        organizational

        Public sector organizations (Ministry of Tourism, National Tourism Development Fund, private sector organizations (Travel Agency Associations, Hotel and Motel Associations).
        
        intergovernmental organizations
        
        (World Tourism Organization); conceptual: laws, regulations, plans and programs.

        Accommodation facilities, catering services, means of transportation, etc.
  - - - Equipment:
        
        Lodging establishments (hotels, motels, campgrounds, trailer parks): food and beverages (restaurants, bars, cafeterias); entertainment (discotheques) and other services (travel agencies, stores).
        
        As for the facilities, they are divided into:
        
        Water and beach (marinas, palapas, docks); mountain (viewpoints, cable cars, cable cars, funiculars) and general (swimming pools, golf courses, tennis courts).

        Also in the management of other economic activities, in addition to being essential to satisfy social needs.

        Telephone, sewage, potable water and communication networks, located within the limits of influence of a tourist destination.

        airports, roads, telegraphs, that is, systems that help link one tourist destination to another, or to urban-industrial centers.
