Finance- The three subsidies granted by parliament in 1624 to fight the war had been allocated to defence, securing Ireland, improving the navy and helping the Dutch. The grant was one of the largest ever made as the three subsidies were to be collected in a single year, but it was not sufficient. By the end of 1624 the Council of War had paid out £47,126 for defence, £32,295 for Ireland, £37,530 for the navy and f100,000 for 6000 troops to go to the Netherlands. In addition, over £60,000 went to fund Mansfield's expedition which barely got further than Flushing.
