Relevant Facts
Celanesse currently budgets IT through allocation, rather than consumption. Meaning that they give a set amount of money, rather than basing the amount of money on what's needed
Celanese has already tried the Operations Support Model 2007, but this did not work out particularly well
-
ITIL training was started, but because of various factors such as lack of support, inconsistent participants, and the drop in funding from the 2009 downturn, there was not much progress

Management needs to be more involved with what IT needs to do and develop a better understanding what what they are there for.
The IT budget, being an allocation, makes it difficult for management to understand what their needs are since IT appears as just another business expense to one day minimize
Adjusting the budget based on Celanese's full needs, rather than just the minimum, would allow them to develop the IT department further
IT expenses are usually split into Capital Expenses (for assets), Operating Expenses (for salaries and recurring expenses), and Project Expenses (for specific activities)
