NII did not know how to approach situation surrounding WW1. Decided to take full military control without lack of experience or knowledge. Led to Tsarina and Rasputin in charge. (Tsarina German so disliked) Took direct personal responsibility for any failures both in gov and on front
Organisation of army deteriorated. Massive ammunition shortages, as well as medical supplies and general equipment. Increasingly responsible for failures.
Made an attempt to return to capital and reclaim his authority, but complete failure. Isolated and powerless, reign as Tsar was over- only option was abdication.

Morale was very low and everyone was looking for someone to blame
Great Famine had long term impacts, led to disillusion of masses. Influence diminished due to lack of provided relief and support for Zemstva grew.
Failure to mobilise the industrial revolution and to construct competent railway network meant manufacturing was diminished. Military had so little supplies, production was poor. Caused Russia's dramatic failure in WW1.
