issues: data inaccuracy in some aprts of the world not collecting full demographic statistics or not legal registration. imcomplete data so hard to judge success. timescale, initiatives can last several years migt be quick measure but can take a long time too for success to occur, SDG and MDG 15 year period (generation). external issues pandemics, food crisis, energy crisis skew data and progress. Data interpretaion eg might be getting better but not compared to other countries.

education- lit rate and HDI
economy- gdp per capita gini coefic 10% increase gdp 20-30% reduction in poverty.
Democracy strengthen gov institution. freedom of expression voting. cornerstone of democracy right to protest. sahre views and values.
'Aid for trade' to improve infrastructure and trade to increase income. how measure sucess of aid does it increase income.

Libya R2P right to protect. right to protect citizens from involvment from other countries. NATO countries. but failed becuase intevention. power vaccume as leader removed. incresases human rights abuses and lack of governance.
Iraq- removed dictator. weapoins never found that were iraq were accused of having so the justification of war not there. power vaccume more human right abuses remained.
