Freight Forwarder (FF)
Acts as an intermediary in global shipping
Arranges transportation, customs clearance, and documentation
Works with carriers but does not issue its own bill of lading
Non-Vessel-Operating Common Carrier (NVOCC)
A type of freight forwarder with additional carrier responsibilities
Issues its own bill of lading (House Bill of Lading - HBL)
Buys space from vessel-operating carriers and sells to shippers

Legal Status
FF: Acts as an agent for shippers
NVOCC: Acts as a carrier without owning vessels

FF: Does not issue its own B/L
NVOCC: Issues HBL and takes legal responsibility
Regulatory Requirements
NVOCCs often need additional licensing (e.g., FMC registration in the US)
Overlapping Roles
Many freight forwarders operate as NVOCCs and vice versa
Both arrange cargo movement, consolidate shipments, and handle documentation
