Overview
This study is part of a global initiative by UNICEF to document national child protection frameworks in six countries, including Colombia.
It analyzes the structure, funding, and functioning of the comprehensive child protection system in Colombia.
The focus is on three main violations of children's rights:
Domestic abuse against children.
Recruitment of children into armed groups.
Commercial sexual exploitation of children.
Basic Demographic Information of Colombia
Data on the child population and its geographical distribution.
Relevant socioeconomic indicators.
Methodology
Extensive review of existing literature.
Interviews with key actors in the child protection field at the national level.
The sites represent a mix of urban and rural areas, various ethnic groups, and different levels of conflict impact.
Field visits to four selected sites
Quibdó, Chocó.
Sibundoy, Putumayo.
Manizales, Caldas.
Cartagena, Bolívar.
Institutional Architecture
Description of the three rights violations the study focuses on.
Legal and regulatory framework supporting the child protection system.

Conclusions and Recommendations
Key Findings from the Study
The child protection system in Colombia has a solid legal framework but faces significant challenges in implementation.
Institutional responses are fragmented, with overlapping mandates and gaps in service delivery.
Vulnerable populations, such as indigenous children, children in conflict zones, and victims of sexual exploitation, remain underserved.
Public spending is insufficient and unevenly distributed, leading to service disparities across regions.
Strengthening the Child Protection System
Develop a centralized coordinating body to oversee and integrate child protection efforts across various institutions.
Increase investments in preventive measures, such as community-based education programs and social services.
Implement capacity-building initiatives for child protection workers to improve the quality and reach of services.
Advancing Advocacy and Awareness
Launch national campaigns to raise awareness about children's rights and the importance of reporting violations.
Strengthen partnerships with civil society and international organizations to advocate for sustained investments in child protection.
