      - The four power treaty: Japan, the US, Britain and France were all to respect each other's territories.
    - - Japanese immigration to the USA was no alllowed = Japan felt resentment.
      - Immigration act of 1924: Japanese immigration was banned= "Japanese were ineligible to be naturalized."
