- Problem - A problem is as situation that we regard as unacceptable
- Issue - An issue is a matter people disagree to some extent
- Problem can defined as a question to be considered, solved or answered. A situation, matter or person, matter or person that presents a perplexity or difficulty. A misgiving, objection or complaint.
- The form most effective in expressing problems is the " How can..? There is room for agreement about which expression of a problem is the best. But there can be disagreement that we are in a better position to make that decision, and to produce a creative solution
- The question forms most effective in expressing issues are the "Is...?" or "Does...?" or "Should...?" Using such questions does not mean asking for simple facts. rather, it means probing the central elements of dispute. To determine these elements, just note the main points each side uses in its arguments and turn them into questions.
