1.The ability to achieve disarmament. Fear by member countries that they would not be able to protect their terriotries and interests if they were to do so. Reluctance among member countries to disarm.
- The ability to stop aggressor countries. Concern by member countries about the impact of economic sanctions on their economics, therefore were reluctant to stop trading with aggressor countries. League was unable to take military actions against aggressor countries as it lacked its own army.:
- Limited membership of the League. USA did not join the League to the policy of isolationsim. Economic sanctions: Difficult to enforce without USA as they could continue to supply weaapons and good to aggressor countries even if the League imposed military or economic sanctions. Military sanctions: US had one of the world's most powerful militaries and wihtout USA from the League made it difficult to take strong action against aggressor countries. UUSR was not a member as it was a communsit state. Germany was not allowed to join due to its role in WW1.

Main judgement of the League: Its ability to prevent war between member nations which was a huge challenge given how the peace treaties created a whole new set of states which meant new borders and many political diputes over these borders
After WW1
Many nations believed that the old system of secret alliances and arms build up had failed to prevent war. Post WW1: Nations decided to try internationalism which is co-operation between countries. The League of Nations was championed by US President Woodrow Wilson.
