I-Language is only about the rules that connect: phonetic features into phonetic forms; and then phonetic forms with semantic forms; then these into lexicon and lexicon into expression constructed from these atomic forms.
The mistery of meaning
Since language is syntax, meaning is "outside" language, or at least it is not object of linguistics as a science. Meaning depends on the "conceptual system". Even the "sensory-motor system" is outside from what Chomsky calls language.
