- anchored on 4 pillars
- anchored on gender, youth, vulnerable groups, equity & partnership as cross cutting principles
- equity in all sector programmes & projects
- Aim: measures across all sectors to create equal opportunities for all clusters in society including women, youth, people living with disability & other vulnerable groups
- Kiribati’s need: climate change adaptation & mitigation into various programmes ensuring working environment’s sensitive to environment conservation, climate change & sustainable development to reduce risks

- Principles:
- Integrity
- Accountability
- Responsibility
- Transparency
- Good governance
- Cultural values
- Respect
- People-centered
- Efficiency
Pillar 1: Wealth & Health
- develop natural capital, human capital & cultural capital to improve economic growth & reduce poverty
- Human capital: creating globally competitive & healthy human resource base is critical towards achieving overall goal of vision given its linkages to employment opportunities
- increase access to employment
- develop:
- highly educated, skilled, qualified & efficient work force
- accessible & affordable quality healthcare system
- Cultural capital:
- safeguard & revive traditional skills & knowledge
- support development of tourism industry
A. Accelerating Macroeconomic Stability for Long Term Development
- measures to maximising revenue from fisheries & marine resources
- tourism sector to GDP
- develop inclusive trade & private sector
- improve land use & planning to create additional land for commercial development
- GDP growth rate in 2015 (7.5%): due to increase in construction, wholesale & retail trade industries, transport & storage and financial intermediation activities
- Real GDP per capita: improved since 2012 due to higher economic growth rates, despite population growth rate

*Source: Kiribati National Statistics Office
- fiscal dispensation in sustaining macroeconomic stability: critical to develop private sector
- fiscal stability over years due to:
- strong public expenditure
- infrastructure development
- growth in revenue from fishing licence & expansion of revenue base through tax reforms through implementation of VAT
- improvement in revenue generation since 2010: total revenue in 2016 ($176.9 million) while Expenditure ($175.4 million), = surplus of $1.5 million (> total revenue (84.3 million) & total expenditure (95.1 million) in 2010)

- Revenue Equalisation Revenue Fund (RERF): provides financing function for recurrent deficits; its value ($897 million); Government will work towards improving value of RERF to 1 billion by 2020; improving RERF’s value require strengthening management of RERF to ensure long term macroeconomic sustainability
- stable macro-economic environment: works in favour of poor who lose most during periods of inflation; maintains investors’ & I-Kiribati’s confidence
- measures to manage expenditure prudently & provide resources to achieve sustainable economic growth
- improve GDP growth rate by 5% in 2019 & 10% by 2036
- fiscal measures to accelerate macro-economic stability for long term sustainable development: projects subjected to parameters within macroeconomic stability framework

- fisheries
- tourism & tourism related sectors
- infrastructure & social sectors (health & education)
- trade & private sector development
B. Promoting Inclusive Trade & Private Sector for Sustainable Development:

While private sector is small in relation to public sector, its contribution to GDP has increased from 47.3% in 2005 to 54.5% in 2015; private sector formal employment has increased at rate of over 12% per year since 2010; as result, private sector contributors increased from 2,130 in June 2010 to 3,982 in June 2016, which depicts rise of 87%
Pillar 2: Peace & Security
- secure, safer & peaceful Kiribati by strengthening:

- relevant institutions
- strategic partnerships
Pillar 3: Infrastructure
- improving connectivity & accessibility in relation to economic & social infrastructure
- improve air, land & sea transport infrastructure, & ICT infrastructure
- mprove access to utility & social infrastructure

Pillar 4: Governance: corrupt-free society by
- strengthening national, local & traditional governance policy & legislative framework
- fostering & strengthening integrity & independence of institutions mandated to promote good governance & eliminate corruption
- strengthen strategic partnerships & institutionalize anti-corruption & good governance principles in public service & education systems in Kiribati
- Good governance: underpins national independence, integrity & sovereignty, promoted by current policies & legislation
- As democratic republic, Kiribati’s founded on principles of democracy, good governance, rule of law, Christian & cultural values
- Issues:
- limited established institutions within public & private sectors that deal specifically with good governance
- public has lack understanding on corruption’s negative impact on economy & society
- Government develops Parliamentary Anti-Corruption Select Committee & Leaders Code of Conduct Act 2016 (Act establish Leadership Commission to provide watchdog role over Kiribati’s current leaders); Public Service Anti-Corruption Strategy’s in place to ensure corrupt-free public service
- Reform programs must be supported to promote fisheries & tourism
