Super structure
Political agendas, motives to be reelected, alliance formations, overlook the details of the policy process but very important driver of solving problems as they are in direct relation with the public and other stakeholders involved in the policy process
Engine room
Issue network: Its the opposite of Iron Network. Its open to different stakeholders.
Iron Network: Closed structure that involves bureaucrats, legislators and interest group to work on the policy
Horizontal relations: Working with multiple stakeholders involved in a policy process. eg: In pension systems, its important to understand the stance of the insurance companies, trade unions, employers group, regulators, pension funds etc
Intersectoral rivalry: Silo mentality, organizational structure and socialization between the internal stakeholders involved in the policy, leading to defend their own turfs. Basically trying to make themselves relevant.
Relation between the mega political structure like the politicians, legislatures etc and the bureaucrats etc
Situational: Shift in the attention between the superstructures to the engine room depending upon the urgency of the situation, involving the media scrutiny eg: Special task force
Structural : Laws and rules that guides the legislative and executive branches of the government
Procedural: Working in a procedural way to make policies foreseeing the impact, assessment and administrative procedures.
