Closed prisons
Category A: High security prisons which are aimed towards keeping offenders whose escape would be vitally dangerous for the public. Includes offences such as: murder, manslaughter, sexual assault, rape, supplying/ importing class A drugs
Category B: Not as intense security as category A, however their escape may be dangerous
Category C: Is for offenders who can't be trusted within open prisons, they may still attempt to escape
Open prisons
Category D: Aimed towards relatively trusted offenders. These offenders can be given release on temporary license (ROTL) to work within the community. They can also go on home leave, usually a quarter of a way through their sentences, if they pass their full license eligibility dates (FLED).
Category U: When an offender is awaiting sentencing or trial, they are an unclassified prisoner (U), as much as they are still within category A & B conditions
James Bulger case
Two ten year old boys, Thompson and Venables lured a two year old boy, James Bulger through shopping markets and passed many witnesses who didn't think to report or do anything about the suspicious activity. During the police search for a missing boy, many witnesses stopped the two boys yet believed their false stories. They took the boy to a railway track, beat and tortured him and then layed him on the train track which led to him being split in half by a train.
The boys were sentenced to 8 years in prison
concerns were made when it came to their release. They were both given new identities and cover cases to start a new life. However at 27, Venable was charged with downloading and distributing child pornography.
