For Maori, they were shaped by the culture, belief and especially their leader. On the other hand, for the non-maori, they were shaped by goverment. In Maori, the leader holds the absolute power over the government. Moreover, if people do not follow the rules, there will be the punishments, and government cannot interfere as it may interpret as a disrespect for their culture.
