Rhetorical Appeals
Parallelism: " Terrorist attacks can shake the foundations of our biggest buildings, but they cannot touch the foundation of America. These acts shattered steel, but they cannot dent the steel of American resolve".
By using similar sentence structures Bush is able to emphasize that the terrorist attack failed to destroy the American spirit and show that they will prevail in those dark times.
Allusion: " in Psalm 23: "Even though I walk through the valley of the shadow of death, I fear no evil, for You are with me."'
Bush makes reference to this Biblical passage because the valley of death is usually known to be a dark place in where death passes through, it is sort of a dead man land, by showing this passage he is telling viewers and listeners alike that even though tough times are ahead they will get through them together.
Anaphora: " Our military is powerful, and it's prepared. Our emergency teams are working in New York City and Washington, D.C. to help with local rescue efforts.
Our first priority is to get help to those who have been injured, and to take every precaution to protect our citizens at home and around the world from further attacks."
Bush uses anaphora to give people a sense of togetherness, he repeats out to show how this country will protect itself and its citizens.
Metaphor: "These acts shattered steel, but they cannot dent the steel of American resolve."
Bush is comparing how steel is a very strong and sturdy metal and how these acts broke the steel of the towers, but not the American spirit.
Imagery: "The pictures of airplanes flying into buildings, fires burning, huge structures collapsing, have filled us with disbelief, terrible sadness, and a quiet, unyielding anger."
Paints the picture of the heinous crime committed that day. Shows the pain as disbelief it brought to the American public. Makes it easier for those who weren't present to picture the scene.
Purpose
Reassure the American public that those who are responsible for this terrorist attack will be brought to justice.

Reassure the public that they will be okay, and that the government that they are doing everything in their power to help.

Occasion
The speech was given after the terrorist attack of 9/11, two highjacked planes crashed into the Twin Towers and destroyed the World Trade Center killing about 3000 people and after another highjacked plane crashed into The Pentagon.
