Recognition - Step 1
Parents and educational professionals discuss a suitable support system / shared plan.
The needs can be academic, social, emotional, behavioral, and physical ability.
Issues may be resolved by a suitable support system / shared plan between the parents and the teachers. If not, then teacher may have to begin the pre-referral process.
Pre-referral - Step 2
Develop
What kind of strategies might work best?
Try alternative strategies before formally seeking a referral for special education.
Identify
Is the student sleeping in class?
Is the student depressed?
Does the student have low grades?
Does the student have a good network of friends?
Does the student not come to school?
Does student have trouble reading or paying attention?
RTI: Response To Intervention
Need-based instruction and multi-level strategies suited for the student.
Observe what student can't do
Find ways to connect concept with student.
Observe what student can do
Monitoring progress of student.
Base academic and behavioral choices on progress.
Use child response data for important educational decisions.
The student should be referred for special education services if interventions and strategies through RTI are not successful.
Referral - Step 3
After consent of parents, the evaluation phase of the official referral occurs.
Federal Law requires evaluations to be finished within 60 days.
The formal process of qualifying for special education starts with an official referral.
Evaluation - Step 4
Evaluations adhere to IDEA non-discriminatory guidelines.
Must ascertain eligibility within 30 days of the evaluation process.
