The purpose of diagnostic assessments is to help identify problems with a certain instruction style and provide insights into improvement that can be done in the quality of delivery.

What they are
A summative assessment is one which happens after learning. It produces results that are a summation of total learning for relatively large amounts of material.

What are they and why are they used?
A form of educational assessment that requires the student to produce work that directly demonstrates their understanding of the topic at hand through open-ended tasks. They are used to measure students' ability to apply the skills and knowledge learned from a unit or units of study. Typically, the task challenges students to use their higher-order thinking skills to create a product or complete a process.

Constructing an answer to an open-ended question.
Producing a project.
Performing an activity.
Developing a thorough analysis in an essay.
Conducting a laboratory investigation.
Curating a portfolio of student work.
Completing an original research paper.

Performance assessments can fall under the "as learning" umbrella as it is often project based. Students complete a project to show their understanding so it is a form of learning.

Performance assessments can be considered formative assessments by way of "for learning" in that you can ask a student a question to check competency.

Performance assessments can be used as a form of summative assessment and therefore could be counted as "of learning".
