- - - - At the beginning of 1904, the Political Constitution of the Republic of Panama and Organic Law 11 of March 23, 1904 of Public Instruction were issued. This Law divides primary, secondary, industrial and professional education
  - - - Organic: Are those laws whose content is of an administrative nature since they regulate, in general, the activity of the State for the fulfillment of its fines and the exercise of its functions.
    - - Law 47 of 1946 with the additions and modifications introduced by Law No. 34 of July 16, 1995.
- - - - Article 3. The applicant for a teaching, managerial, national, provincial and/or regional supervisory position, submitted to a competition, who does not submit the complete documentation required in the third title of this decree, will not be considered eligible.
        
        Article 8. The selection process for the appointment and transfer of teaching, management and supervisory personnel will be made among the educators who aspire to the position in the school region.
        
        Article 11. The appointment contest for teachers and professors will be made through a public call.

- - - - The teachers, professors, directors, and deputy directors who are in this state must request leave to separate from their positions for a period of ten (10) weeks, before the delivery and ten (10) weeks after it. The other employees of the Education Branch must request leave to separate from their positions for a period of six (6) weeks before and eight (8) weeks after.
- - - - Compared to Central American countries, literacy in Panama has achieved a high level, even among the marginalized. We recognize that although there is progress, we still need to achieve equal levels of schooling between the least and most economically advantaged groups.
