WERE THE 1919 ELECTIONS A LOST OPPORTUNITY
Opportunity to strengthen the liberal system by making it more democratic existed in 1918
Full universal male suffrage was announced
A new system of proportional representation was announced
There was a new party called the popolari , approved by the pope
Independent of church control but set up representing catholic values
For the first time the Italian parliament would reflect the views of all of Italy
There were two masses of parties that did well in the elections
The socialists and the catholic popolari
Because they ended up splitting the votes neither had a majority in parliament
Because Giolitti has failed to gain the cooperation of both the moderate catholic and socialist opinion before the war there were extreme wings created
The popolari were split between reformers and conservatives
Socialists were spilt between reformers and revolutionaries
Because of this absence of agreement the old liberal politicians remained in power
They formed five brief governments between 1918 and 1922
This meant it was trasformismo
and not a democracy
This meant the government was once again largely unrepresentative of the country and their opinion in parliament
Some measures were passed to help the masses
An 8 hour day and bread subsidies were announced
The tax system was also made a little fairer
These did not however satisfy the radicals and worried some of the elite
The weak liberal governments did little to solve Italy's social, economic and political problems
