This policy is based on acceptance of all religious practices of all various cultures.
What constitutes a religious practice under this law?
the United States is made up of various cultural backgrounds and thus, various religious and philosophical beliefs. In order for society to function, all beliefs must be held to the same respect and allowances.
Considerations: Praying in school, time off during celebrations and sacred services, personal grooming, lifestyle choices.
Special considerations should be made for those who may not otherwise understand United States customs and beliefs.
All religious and philosophical activities within the United States should be conducted within the confines of United States law.
Religions, philosophies, and faiths must practice with respect and attention to the practices of others and should be accepting of other's culture and faith. No one person should teach a faith while being unwilling to learn about the beliefs of others.

People vary in cultural backgrounds and part of culture is faith. Various cultures have adopted different faiths as explanation of the way the world works, and what is proper conduct. Religion has served as a means to control people within society, to provide incentive to act in the manner which the government wanted.
Religion, philosophy and faith become part of an individual's identity and part of their worldview construction. They become personal topics.
Part of modernization is the class of different faiths. Historically, there have been large conflicts surrounding faith. There is still tension surrounding faith today. In the United States, after the 9/11 attacks, people adopted a stereotype of middle eastern people, brown people, or those in Muslim garb as terrorists.
Religious conflict stems from fear of the unknown. In order to combat this fear, we must promote cultural competency and crack down on keeping law secular. In the United States, one should be able to practice the religion they choose to follow. As long as one's actions cause no harm and can be reasonably accommodated for, there should not be a problem.
some cultures have practices which may not align with western ideals, such as shamanistic practices. The Hmong are known to practice animal sacrifices. In The Spirit Catches You and You Fall Down, as well, there is a story told about a Hmong family who is distrustful of western medicine and views their baby's epilepsy as her being chosen as a shaman who is being possessed by spirits and speaking with the dead while she has seizures. On top of this, the parents had difficulty understanding how to give the baby her medicine.
