Saddam Hussain had used WMD against his own people and during the Iran/Iraq war.
No WMD were found.
Did Iraq have to been invaded and Saddam be removed to guarantee no WMD would be created and to guarantee they wouldn't be supplied to groups like Al-Queda?
If there was significant evidence that Itaq passed WMD or had the capability to do so then the US/UK/Spanish invasion can measure success in preventing development -- use the dossier to assess the possibility of Iraq possessing WMD or production capability.

Saddam Hussain had committed to wars of aggression (his invasion of Iran and Kuwait).
He has used chemical weapons on the Iraqi populace --
Tony Blair in a speech to parliament on Tuesday the 18th of March before the vote on the Iraq war (from the guardian transcript of the speech and episode 4 of Blair & Brown The New Labour Revolution) and says "To show that we will stand up for what we know to be right. To show that we will confront the tyrannies and dictatorships and terrorists that put our way of life at risk. To show at the moment of decision that we have the courage to do the right thing."

Preventing Iraq from having WMD
Was their a chance that Iraq would rearm when the UN left?
If yes, then removing Saddam and installing a new government would remove this chance -- This would class as a success.
Need to make a judgement based on evidence.
If no, then the war was unnessecary and removing Saddam was a waste of lives -- This would class as a failure.
Did the war prevent Iraq arming Al-queda?
No -- there was no evidence that linked Iraq and Al-queda -- This was a failure as it led to the deaths of incoenct civillians for nothing. Furthermore there is evidence that the war in Iraq helped create ISIS an offshoot of of Al-queda.
The war may have made Islamic extremism worse
