Congress could however declare war, borrow and issue money (paper money which was based on nothing as they could not raise any taxes), draw up treaties and alliances with foreign powers, deal with Native Americans affairs, requisition the states for money and men for fighting, set standards for weights and measures (important at a time when most taxes were collected on goods so the agreed weight of goods was an important issue) and regulate post offices. However, really important like treaties and alliances needed the agreement of at least nine states, not just a majority.
