The writer characterizes and portrays the typical naivety of people in the lower class. They are so used, or they are so exposed to people who do not hold high positions in corporations or such businesses. As a result, they are not exposed to many jobs such as ministers and CEOs. Ministers are perceived to make a lot of money, as per the view of someone from a lower class. However, Margarine, who is very very rich and whose family is in the highest rung of the socio-economic ladder, claims (and indirectly belittles) that to people of lower socio-economic status, a minister makes a lot of money, while people in high SES do not consider being a minister as a high-paying job.
