the caring of some owners is terrible because some animals die or get ill from the bad caring from the owner
this could be stopped by having to sigh papers to get officially get their dog and make sure that they are going to treat there dog well. they could get to bring there dog in once a week to see how the dog is doing.

if the animal isnt trained they could start to be more than playful and start to bite and go to the toilet anywhere

im going to focus on this issue because it could irritate the animal if not made with the right material or is rubbing there neck. the dog could be energic to the certain type of material.
