Yes, if it's an ESP course
According to Long (2005), the output of the needs analysis will be the input to syllabus design.
EFL/ESL courses can be designed without NA
2. Independent skill or integrated syllabus?
Independent
, if learners are already fluent in other skills. It depends on NA and learners' weaknesses
Integrated:
Focuses on basic skills, content, and higher-level thinking.
Provides a deeper understanding of content.
Encourages active participation in relevant real-life experiences.
Provides connections among various curricular disciplines
3. What is the best way to collect data?
Personal interviews

PBL provides meaningful reading activities, trigger reading motivation and engagement.
In order to developing writing curricula, there five multidimensional approaches are
used:
Composing processes
Genres or text types
Text functions or structures
Topical themes
Personal, creative expressions
Instead of PBL, knowing text types or how to express the personal expressions in writing are very helpful in order to give the learners an opportunity to express their own perspective to the writing assignments.
