Moscow government began to crack down heavily on non-Bolshevik socialists. Government proclaimed a campaign of "red terror" including shooting hostages and giving increased powers to the political police (Cheka) of summary arrest, trial and execution of suspects. The Bolsheviks were able to win the Russian Civil War because the Whites failed to secure the support of different national groups, key foreign powers (Italy and France, favoured strong support to the Whites at the beginning of 1919), and the peasantry, while the Bolsheviks enjoyed much more authority within Russia and were therefore able to assert their power over the Whites.
Although the Red army had support from the Allies and foreign powers, this was limited and decreased following the end of WW1. They were geographically scattered. They lacked leadership that the Bolsheviks had on through Trotsky.
