In Mexico, the adulteration of democracy occurred through paths other than populism. "The era of caudillos ends, the era of institutions begins," Calles had proclaimed in 1928. Those "institutions" were one, the PRI: although it kept the country in a state of political adolescence and bastardized the practice of democracy, it prevented populist leadership.
