BRITISH RESPONSE TO CHANGING POLITICAL LANDSCAPE
SIMON COMMISSION 1927
A review of the government of India 1919 Act was due in 1929.
-The conservative government were likely to lose these elections so Lord Birkenhead decided to bring the review earlier in 1927
Sir John Simon headed the comission (all British) 7 delegates.
In 1928 when the commission arrived in Bombay they were met with jeering, waving black flags and people chanting 'Simon go home'.
INDIAN OPINION DIVIDED
Congress and Jinnah part of Muslim league boycotted the commission.
Some muslims where they were the majority, Sikhs and untouchables decided to help the commission.
IRWIN DECLARATION 1929
Was seen as progressing the montagu declaration and that dominion status was a natural progression.
-Indian representatives would be invited to London to discuss Indian constitution.
-Congress working committee accepted this and requested all Indian political prisoners to be released.
(Irwin refused).
Gandhi's dilemma
Gandhi knew that going to foreign soil with minority groups would be political suicide.
However, not attending would mean a bad settlement.
THE GANDHI-IRWIN PACT 1931
Irwin was afraid of continued violence from congress so wanted to make a deal with Gandhi

19,000 congress members were to be released
Confiscated property was to be returned to owners
