Prov gov failed to win the war, protect their (elite) property, and maintain order in 'July days' - rioting broke out in streets, including Bolsheviks.

Summer 1917
- By the Summer of 1917 there was little support for the provisional government.
- Food supplies were chaotic and pay/conditions were deteriorating.
- continuation of war and lack of liberal reform brought suspicions that the government was trying to preserve its power - support diminished drastically.
Kornilov affair
Kerensky appointed General Kornilov to lead the Russian army. However, he used it in his August right-wing coup - against the Socialists of the Petrograd. Kerenksy released imprisoned Bolsheviks from the riots, allowing them arms to halt Kornilov - The coup collapsed.
The second Duma - The Duma of National anger, Feb-June 1907
- Stolypin tried to influence the elections of the second Duma, however, the participation of Bolsheviks and SRs made the composition even more radical.
- Was not find any support for his agrarian reform programme and resorted to passing legislation using the Tsars emergency powers when the Duma was not in session.
- When the Duma refused to ratify this he spread a rumour of an assassination on the Tsar and dissolved the Duma, arresting and exiling the radical delegates.
- Passed an illegal law to alter the Franchise, reducing the representation of revolutionaries and increased that of the Gentry.

- Wanted to maintain war effort
- believed that discipline was needed to stop desertions.
Provisional government's efforts to continue the war were met with anti-war demonstration in 1917 which caused the resignation of two ministers. Whom were replaced with two socialists from Petrograd Soviet, including Kerensky as War minister (chairman in July)**

Petrograd Soviet
- Wanted focus on social conditions.
- Wanted to improve standards of living for workers and peasants
- encouraged workers and peasants to assert their rights.
Fourth Duma 1912-1917
- Kokovstiov who took Prime minister after Stolypin's assassination. Simply ignored the Duma and its influenced declined.
