Successfully infiltrated the strategic hamlet programme, set up in March 1962. By September 1962, 4 million people in 3000 hamlets. Easily recruited people and peasants for the NLF.

Diem's assassination
US complicit in assassination. CIA had maintained contact with revolutionary forces yet did no intervene to prevent assassination
Diems failures: corrupt, nepotistic, buddhist crisis, strategic hamlet programme all led to assassination

6 November 1963: Lodge stated that while US could not intervene, without the US presence it would have initiated. Reduction in US support put pressure on Diem to cooperate, which encouraged generals to initiate a coup.
