Thatcher had doubts over unity and a powerful Germany and joined with Mitterand to try slow down reunification

In Feb 1990, Kohl was supporting the East German CDU on reunification and campaigned with the GDR and addressed a million person crowd in Leipzig with a message of hope
To ease the USSR's doubts, Kohl promised to fund the removal of Soviet troops in the GDR and pay DM 12 billion cash to resettle troops in USSR

December 1st- Volkskammer ended the SED's leading role. Krenz resigned as he realised it was impossible to get support for an SED government
Last action of SED- promotion of Hans Modrow, now in charge of PDS. Announced new elections and removed central style planning
