The land administrator is entrusted to hold an enquiry to determine the amount of compensation that is adequate to be awarded to the landowner whose land is acquired by the State authority.
Oriental Rubber & Oil Palms Sdn Bhd v Pemungut Hasil Tanah, Kuantan [1983] 1 MLJ 315, the court held that the collector in holding an inquiry was clothed with judicial powers.
Section 17(2) LAA: A summary enquiry shall be held in such manner and at such place or places as the Land Administrator may think fit and, on enquiring into the respective interests of all persons claiming compensation or who in his opinion are entitled to compensation in Land Acquisition respect of the scheduled land...
Section 12(1) LAA, the Land Administrator is required to make full inquiry into the value of the land acquired with a view to fix the quantum of the compensation.

Section 37(1) (b) of LAA 1960 :
any interested person may make an objection to the amount of compensation received provided that few criterias have been fulfilled
The criterias are the person must be a person interested as defined in Section 2 of LAA 1960, the person must also receive notices either in Form E or Form F and finally a claim must have been made to the Land Administrator in due time in objecting to the award by virtue of Section 38 LAA 1960

It was decided that since the appellant was the ‘paymaster’ of the highway project (which referring to the purpose of the land being acquired) and being served with Form E as a person interested, and also by virtue of Section 37(3) LAA 1960, the appellant was a person interested which was entitled to make a claim to object the amount of compensation
