The standards and the guidance provided by Unified Modeling Language (UML) is a perfect complement to the issues discussed in The F-16 Fighting Falcon case study.
UML would have provided software designers a clear delineation of when they were done with the Requirements Phase and ready to begin the Preliminary Design Phase.

Once the F-16 Requirements Team analyzed the artifacts then they would be complete with the Requirements Phase and ready to start the Preliminary Design Phase.
