Germany weren’t up to date paying the reparation payments they owed, so France invaded the Ruhr (industrial land in Germany) to encourage them.
However the invasions and force did nothing to make them pay so France was forced to take part in a discussion with an American banker, Charles Dawes, to re-review the reparation payment plans.
Together they created the “Dawes Plan” : it included a 2 year freeze on reparation payments for Germany, the overall amount of money Germany owed was scaled down, the USA offered to give money to Germany and France agreed to withdraw their troops for the Ruhr.
Germany benefited from the Dawes Plan, they received 2 billion euros from the USA and paid 1 billion euros in relegation payments.
A lot of the money was spent on rebuilding Germany, for example building new factories.
Although the reparation payments were meant to weaken Germany, the Dawes Plan ended up strengthening them.
