Implementation
- Fifteenth Party Congress 1927 led to NEP being abandoned
- aimed to use most advanced tech w/ emphasis on heavy industry to make USSR self-sufficient

- plans reflected a massive military campaign - people encouraged to storm & conquer on many fronts
- Industrialisation under direction of Gosplan - State Planning Authority
- Targets set for industries govern. set as priority for modernisation resources also allocated accordingly
- FYP saw extension of state over economy
→ Peoples Commissariats set up to co-ordinate differing branches of industry
→ Party Officials used at factory level to ensure orders from centre were carried out
Aims
- Industrialise the country - had remained behind the rest of Europe

- designed to break away from Capitalist elements of NEP & move toward socialism & modernising the economy

- Therefore to industrialise was patriotic and was to form part of Stalins Socialism in One Country
Further Implementation
- saw drive against Nepmen as small businesses & shopkeepers often forced to join state co-operatives
- clear mixed economy was coming to an end - state took over nearly all urban economy
- in factories campaigns against Bourgeois experts - technical staff who retained positions bc state needed expertise to keep industry running
- removal of Bourgeoise experts would open job opportunities to more loyal communist members
- 1928 series of show trials against bourgeoise experts accused of wrecking in industry
results of the FYP
- targets of first FYP were ambitious but were constantly raised to unrealistic heights

- targets were rarely reached BUT achievements of the plans were impressive & transformed the SU into major industrial power
