That said, we use say and tell in different ways in reported speech: Say puts more focus on the words someone says. Instead, Tell focuses more of the focus on the given content or message.

Reported speech is how we represent the speech of other people or what we ourselves say.

We can use if or whether before reported speech. Their meaning is the same: ”Do you have enough time?” [direct speech] I asked her if / whether she had enough time. [reported speech] “I don’t know.” [direct speech] She doesn’t know if / whether she has enough time. [reported speech]
Reporting Verb said to is changed into asked. If reporting speech is having reporting verb at it its start, then if is used in place of that.
