Truman(US president) is sceptical of Stalin, wartime alliance between the US with UK and the Soviet Union was breaking.

Doctrine: Assist all democratic nations threatened by external or internal authoritarian forces through political, economical, and military means.

Soviet Union and other country's matters will be intercepted by the US

The Greek Government has its economic and military aid from the British Government cut, during their civil war with the Greek Communist Party.

Importance

Civil Wars during the Cold War such as the Vietnamese civil war was used by the US and Soviet Union as a proxy war.
