We can see from the picture that once Soviet Union project the missiles not only threatens the United States but also affects the whole world, it can be seen that their planned and precise deployment shows that they can project missiles at any time, and the United States is also afraid of it.

At 8:45 AM on October 16, 1962, National Security Advisor McGeorge Bundy alerted President Kennedy that a major international crisis was at hand. Two days earlier a United States military surveillance aircraft had taken hundreds of aerial photographs of Cuba. CIA analysts, working around the clock, had deciphered in the pictures conclusive evidence that a Soviet missile base was under construction near San Cristobal, Cuba; just 90 miles from the coast of Florida. The most dangerous encounter in the Cold War rivalry between the United States and the Soviet Union had begun.

If the leaders of the two great nuclear powers cannot judge with some accuracy the intentions of each other, we shall find ourselves in a period of gravely increasing danger--not only for our two countries but for the whole world.’ -Kennedy
This shows that Kennedy understand what is happening in Cuba and it will be not only threatening them but also to the world. Missile is dangerous for the whole world
